Public Forum

Prior to the commencement of the meeting the Chairman read out a tribute relating to the recent death of HRH Prince Philip, Duke of Edinburgh which was acknowledged and endorsed by all the Parish Councillors.

  1. Two members of the public attended the meeting, both reporting their concerns regarding speeding in Long Thurlow, also the request for certain roads in Long Thurlow to be considered for Quiet Lane status. The Chairman acknowledged that both Badwell Ash and Long Thurlow had seen increased speeding traffic and that the Parish Council was working with both the Police and Suffolk County Council to establish what could be done in practical terms to alleviate the problem. Further information will be shared at the next PC meeting.
  2. County Councillor Jane Storey did not submit a report or attend the meeting due to the purdah in the run-up to the Local Elections planned for 6 May.
  3. District Councillor Richard Meyer did not submit a report or attend the meeting due to the purdah in the run-up to the Local Elections planned for 6 May.

Minutes

  1. The minutes of the Parish Council Meeting held on 10 March 2021 had previously been circulated. It was resolved that these were an accurate record of the meeting and signed accordingly.
  2. None.

Clerk’s Report and Correspondence

  1. A thank you letter had been received from Norton Pre School thanking the Parish Council for their donation of £250 towards their planned new nursery school extension.
  2. A letter had been received from Chelsteen Homes offering to transfer ownership of the footpath between The Street and Orchard Way to the Parish Council. The Clerk will explore the legal and financial implications of this kind offer and report back.
  3. A letter had been received from a third resident in Long Thurlow concerned about speeding traffic, Quiet Lane status and the planned upgrade to the street lighting in Long Thurlow. The Chairman commented that all three points raised were being looked into.
  4. A letter had been received from a resident regarding implementing Quiet Lane status on certain single track roads within the parish. Councillors Walsh and Russell agreed to walk the proposed ‘quiet lanes’ to establish their suitability. It was agreed that the parameters connected with implementing this status, along with the costs and benefits would be considered and brought back to the next meeting.

Environment

  1. Councillor Russell set out a case for installing a new dog litter bin at the junction of The Broadway and the public footpath opposite as this was seeing increased dog walkers from the new housing in The Broadway and Back Lane. This was agreed and the Clerk would purchase the relevant new bin.
  2. In relation to the questions raised regarding speeding and in order to set out a future plan within the Parish to alleviate this, a meeting had been arranged to meet with the Police to discuss options. An update would be provided at the next PC meeting.
  3. The owner of the private drive (Austin Close) had still made no attempt to rectify the surface of Austin Close which had been agreed between the residents and Parish Council last year. This was disappointing as the benefits of addressing this problem would ensure that no other residents would fall on the pavement due to the loose gravel emanating from Austin Close. Councillor Donat would make a personal visit to discuss with the owner of Austin Close.
  4. The defibrillator had passed its annual service to ensure that the equipment was in good working order. To date there have been no recorded incidents requiring use of the defibrillator which was good news.
  5. A question had arisen about whether to install broadband within the village hall. Councillor Richard Morris and the Clerk would look into the benefits and costings of this to see whether it was a viable option to follow up on.
  6. The existing BAPC SID in Long Thurlow was to remain in that village and had kindly been volunteered to be operated by two existing residents. Hopefully other residents from Long Thurlow would also volunteer to help when needed.
  7. Quotes were being obtained for the installation of concrete pads on the playing field on which to house benches and picnic tables. It was hoped that this project would be completed during the summer months.

  • DC/20/03350 Cadogan House, Long Thurlow, Badwell Ash, Bury St Edmunds Suffolk IP31 3JA – PLANNING PERMISSION REFUSED
  1. To consider a planning consultation request letter relating to planning application - DC/21/02001 - 9 Back Lane, Badwell Ash, Suffolk, IP31 3DW DC/21/00790. It was resolved to advise MSDC that the Parish Council were unanimous in their objections to this planning application for the following reasons: there was insufficient detail on the application with the majority of questions being unanswered; the plot size was too small; the topography of the site was some 7ft-8ft above the height of the carriageway causing landscaping issues; existing parking on the single pavement on Back Lane would cause serious concerns exiting the proposed site; light nuisance at night could be caused to the houses opposite the site on exiting the proposed site.
  2. To consider a planning consultation request letter relating to planning application - DC/21/01752 - Broadway Bungalow, The Broadway, Badwell Ash, Bury St Edmunds Suffolk IP31 3DR. It was resolved to advise MSDC that the Parish Council had no objections to this application.
  3. To consider a planning consultation request letter relating to planning application - DC/21/01823 – Plots 11 and 12 Land off The Broadway. It was resolved to advise MSDC that the Parish Council had no objections to this application.

Finance and Policies

  1. The Councillors considered the issue of the following payments:
    • £271.67 – March salaries
    • £1043.68 – SCC annual lighting charges
    • £412.40 - HMRC Q4 tax
    • £202.61 – Vertas grounds maintenance Q4
    • £363.28 – SALC annual membership 2021/22
    • £57.96 – Clerk’s expenses
    It was resolved that these payments could be made. The Chairman and Vice Chairman signed an approval for these to be paid by BACS.
  2. The Clerk reported on the year end figures that were in line with the budget and bank statements and would now be preparing all the necessary papers for Audit.
