Public Forum

  2. County Councillor Jane Storey presented her report which had previously been circulated. She highlighted the Council’s drive on correct recycling, APNR recognition and SCC’s budgets in the light of the pandemic. She encouraged all PCs to put in place an Emergency Plan.
  3. District Councillor Richard Meyer presented his report which had previously been circulated. He explained the current position with regard to the Joint Local Plan (JLP) which, following inspection of comments and recommendations would go before the full Council in July. In respect of the County and Police elections in May everyone will be required to bring their own pen to vote! A full Census would be conducted later this year which would be online and all information provided would remain confidential for 100 years. RM offered to obtain a draft Emergency Plan for BA to consider adopting.

Minutes

  1. The minutes of the Parish Council Meeting held on 13 January 2021 had previously been circulated. It was resolved that these were an accurate record of the meeting and signed accordingly.
  2. None.

Clerk’s Report and Correspondence

The Clerk had received a letter from the developers of Warren Farm thanking the Parish Council for their support in their recent planning application and offering to work with the village to achieve a successful outcome.

The Clerk had received an email from a prospective candidate for the May Council elections requesting a slot at the monthly Parish Council meeting. Following discussion and advice it was agreed that a separate meeting should be set up inviting all prospective candidates to address the Parish Council once the finite list was available. This course of action was chosen to be fair to all candidates.

  1. The Clerk reported that the proposed course on Playground Safety run by Elmswell Parish Council had been postponed from February until 15 April.
  2. Police Q&A on 8 March entitled ‘Speeding’. Councillor Russell has very kindly agreed to attend this online and report back on findings which might help us in Badwell Ash control the constant speeding traffic through the village.
  3. The new Badwell Ash website is almost complete and will be launched as soon as possible. There are still amendments to be made particularly to the classes held in the village and the business opening hours etc but hopefully, once live, people will be encouraged to use it and suggest amendments. Councillor Morris was asked to take on the Long Thurlow page and provide an update.
  4. The elections in May are for County Councillors and Police and Crime Commissioner only. They will hopefully be held in the Village Hall and everyone is being asked to bring their own pen this year in line with the Covid 19 requirements.

Environment

  1. After several successful litter picks throughout the village by children who have been publicly thanked, it is suggested that we encourage everyone in the village to be mindful of litter and to Pick up 5 Items of Litter whilst out Walking and ‘bin it’ or ‘take it home’. Hopefully in the better weather we may be able to organise a ‘Village Litter Pick’ particularly as no-one has come forward to take on the role of part-time Street Cleaner.
  2. Speeding in Richer Road is still a problem but hopefully Councillor Russell will be able to advise us on the Police recommendations to tackle this after attending the Speeding Forum in March.
  3. We have received permission from SCC to erect two new SIDs at each end of the village but unfortunately not one in Richer Road due to the householder refusing permission for a post to be erected in view of his property. The existing shared SID with Gt Ashfield will be offered for sale to Gt Ashfield or sold as secondhand. This will enable us to go ahead with two permanent SIDs at each end of the village. Unanimously approved.
  4. A request for road sweeping of gullies and gutters had been requested for Badwell Ash through the SCC website. This has been logged but not actioned at the time of this meeting.
  5. No definitive reply had been received from the residents of Austin Close re their compliance of resurfacing a portion of their private road. The Clerk would again contact the owner of the private road for a plan of action once the snow and ice had receded.
  6. The Clerk is meeting the Street Lighting Engineer next week to implement the upgrade of the remaining street lights in Badwell Ash and Long Thurlow to LED status. This is Stage 2 of the Parish Council’s plan to improve the facilities in our villages and is budgeted for.

  2. To consider a planning consultation request letter relating to planning application - DC/21/00268 - Pattles Barn, Badwell Green, Badwell Ash, Bury St Edmunds Suffolk IP31 3JG. It was resolved to advise MSDC that the Parish Council were split in their approval/rejection of this planning request. The main objections were the non-adherence to the pre-advice and recommendations given by the Heritage Consultant on this building which had not been incorporated into the application.
  3. To consider a planning re-consultation letter relating to planning application - DC/20/03350 - Cadogan House, Long Thurlow, Badwell Ash, Bury St Edmunds Suffolk IP31 3JA. It was resolved to advise MSDC that the Parish Council were unanimous in their rejection of this planning application and that their comments on the previous two applications still remained.
  4. To consider a planning consultation request letter relating to planning application - DC/21/00113 - Sheltered Accommodation, Richer Close, Badwell Ash, Suffolk IP31 3ET. It was resolved to advise MSDC that the Parish Council had no objections to this application.
  5. To consider a planning consultation request letter relating to planning application DC/21/00639 - Ivy Cottage, Back Lane, Badwell Ash, Bury St Edmunds Suffolk IP31 3DW. It was resolved to advise MSDC that the Parish Council had no objections to this application.

Finance and Policies

  1. The Councillors considered the issue of the following payments:
    • £271.47 – January salaries
    • £250.00 – Donation Norton Pre-School
    • £72.00 – CHT annual rental for 999 phone in defibrillator
    • £162.00 – CHT Year 2 annual support for defibrillator
    • £60.63 – Clerk’s expenses
    It was resolved that these payments could be made. The Chairman and Vice Chairman signed an approval for these to be paid by BACS.
  2. The Clerk confirmed that MSDC had accepted the Precept submitted by the PC for the upcoming year and two payments would be made in April and September.
  3. The Clerk had submitted the quarterly I&E and Bank Statements to the three Councillors listed on the bank account for approval and they unanimously agreed they were correct.
