Public Forum

Three members of the public in attendance.

  • A resident from Long Thurlow requested that Badwell Ash review its position in joining the Community Speedwatch Team from Great Ashfield and share the costs and responsibilities.
  • A resident from Long Thurlow requested that the door and front wall be removed from the Street Cleaner’s cupboard to restore it to become a bus shelter again.
  • A resident from Long Thurlow requested more dog litter bins be erected in Long Thurlow.
  • The Vicar read out a letter requesting that the PC consider making financial donations to the new graveyard in the Broadway. The PCC would like a contribution of half of the costs incurred to date and half of all future costs.

The Chairman thanked the above speakers for their contributions and said all would be considered at future meetings.

The County Councillor had emailed his report ahead of the meeting which had been circulated. He highlighted night-time closures of the A14 during March, April and May. Also the Warm Homes Suffolk launch to assist people in need. AM also agreed to progress the request for 30mph roundels in Long Thurlow.

The District Councillor had emailed his report ahead of the meeting which had been circulated. He highlighted the Gateway 14 project which is likely to generate approximately 6000 jobs in due course at all levels. He also mentioned that MSDC was freezing its current Budget for another year.

Minutes

  1. The minutes of the Parish Council Meetings held on 8 December 2021 and 11 January 2022 having previously been circulated were approved and signed by the Chairman following a couple of minor amendments.
  2. Two planning enforcements had been instigated at the Warren Farm site regarding contractors parking on the main road through the village and Sunday working and these were in hand by MSDC.

Clerk’s Report and Correspondence

  1. A decision was taken to NOT renovate the old defibrillator on the outside of the village hall but to concentrate on trying to find a suitable base for one in Long Thurlow instead.
  2. The owner of the Green(s) at St Mary’s Crescent has not been identified and so the Clerk was asked to write to Mrs Le Grice (the donor of the land in the 1960s) for further clarification.
  3. No update re the Broadsheet due to Councillor R Morris’ absence.
  4. It was agreed to register the pub and the village shop as Assets of Community Value. The Clerk will look into the paperwork.
  5. A resident had expressed concern about the overflowing of a sewer in Wash Lane. It was pointed out that this was probably a storm drain and not the sewer although with the 22 houses at Warren Farm coming on stream, it could not be ruled out that problems might occur in the future.

Environment

  1. No update on Stage 2 of the Playground due to Councillor R Morris’ absence.
  2. Three new oak posts and one new dog litter bin installed in Back Lane/The Broadway.
  3. Awaiting a response from Anglian Water re electricity from the sub-station for a possible external defibrillator on the wall of the sub-station in Long Thurlow.
  4. Long Thurlow noticeboard – no progress to date by Councillor R Morris.
  5. Broadband to village hall – site agreed with Openreach for two new poles to carry the cabling from the roadside down the village hall drive to the village hall.
  6. Councillor C Morris’ queries re Long Thurlow had been dealt with in part under Public Forum. A request for ‘gates’ at the entrance to LT was in hand and awaiting costings and approval. A query regarding logs on the verge outside the water sub-station was brought before the Council – possible traffic hazard. Clerk to write to the owner of the property.
  7. The Clerk was seeking competitive quotes for the grass cutting to our playing field from 1 April 2022 and hoped to have the quotes available at the next meeting in March.
  8. The Chairman read out a request for a plaque for the remaining bench in the playground. The family of David Collins had approved the wording and would be making a donation to the Parish Council.
  9. Councillor Walsh had circulated the monthly SID figures along with a graph which showed greatly improved results to speeding through the village which was encouraging.
  10. It was agreed that the Parish Council ought to plan something for the Queens Jubilee, either alone or in combination with the Village Hall Committee. Further updates would be given at the next PC meeting in March.
  11. The new grit bin at the edge of St Mary’s Crescent was now fully in operation.
  12. It was agreed to go ahead with a Spring Clean Litter Pick as circulated by MSDC and the dates of Sat 3 and/or Sun 3 April were chosen. Clerk to contact MSDC to advise and advertise on village website.
  13. Councillor Meyer will keep all the surrounding Parish Councils up to date regarding the new Second-hand Car Auction site planned for Shepherds Gove in Stanton as this will likely have an effect on traffic going forward.
  14. The Chairman gave a brief update on the Village Hall Project – No. 4 internal works to high level had been successfully completed. He was now waiting for final costs for No. 8 (replacement doors) before submitting a grant application to MSDC. The PC would be sharing the costs on this item with the Village Hall/Grant money.

Planning

Progress of recent planning applications are as follows:

  • DC/21/06564 Cadogan House, Long Thurlow, Badwell Ash – APPROVED.
  • DC/21/06935 Land at Warren Farm, Badwell Ash – MINOR REVISIONS TO WINDOWS APPROVED.
  1. To consider a planning consultation request letter relating to planning application DC/21/06260 Pattles Barn, Badwell Green, Badwell Ash. The Councillors recorded no objections to this planning application.

Finance and Policies

  1. The Councillors considered the issue of the following payments:
    • £274.69 - January salaries
    • £40.14 - pro-rata fees for dog bin emptying The Broadway
    • £162.00 – CHT defibrillator support year 3 of 4
    • £72.00 – CHT annual phone rental year 3 of 4
    • £283.00 – Elite fencing 3 new posts Back Lane/ The Broadway
    • £38.99 – Clerk’s expenses
    • £52.19 credit from MSDC for invoice 12/10/21

    Resolved: It was resolved that these payments could be made. The Chairman signed an approval for these to be paid by BACS.

  2. Precept for 2022/23 accepted by MSDC for 1% from BAPC.
